Can i put 15 inch wheels on a 16 inch wheeled car?

i have oem 16's
I want to change it to 15s on all 4
I like the 15s better cuz they are cheaper and easier to locate .
the crown vic came oem 15s from 92-97.
in 98+ the did 16s on them
