How do I see if the Air filtering system is working in my home?

I'm in a new home and there is supposed to be an air filtering system but it does not seem to be working. There is a lot of dust in the air and I don't know how to check to see if it is working or who the best person to contact would be.
Where would

Clean off the air vents. If you get dust buildup then it is not working.
