do i really need to buy a racing tuner if i wan to add a screaming eagle heavy breather air filter to my bike?

i want to purchase a screaming eagle heavy breather air cleaner to my 2003 harley night train (fxstbi). ive been told i would also need to purchase a 400$ racing tuner to properly tune it to my engine. is this really the case? can i add the air cleaner

You need to get the tuner to keep your bike from running too lean and burning holes in the pistons.
