just had a new boiler and hot water cylinder fitted together with a room thermostat which is situated in the hall i hadn't had a room thermostat before the new boiler was fitted,i have always had thermostatic valves on the radiators which have caused
As an experiment try swapping a downstairs valve head for an upstairs one and see if it makes a difference.
