Where is the belt tensioner on my 1963 thunderbird, with the 390 ci motor?

I know the belt tensioner has to be on the belts, but I can't seem to find it so I can replace the three belts on the motor.
Additionally, where is the second radiator coolant drain plug? I know there is one on the radiator passenger's
On older cars the alternator/generator bracket has a sliding coupling that is used to tighten the fan belt. You can loosen it and the through bolts them pry the alternator/generator against the belt to tighten it and tighten the bolts up while holding
